If you are a landlord or developer who leases residential property in Maryland, there’s an important new requirement you need to be aware of.
As part of the Renters’ Rights Stabilization Act of 2024, all new residential leases and lease renewals are required to include a copy of the Maryland Tenants’ Bill of Rights. This new rule takes effect July 1, 2025.
The Bill of Rights, created by the newly-established Office of Tenant and Landlord Affairs within the Maryland Department of Housing and Community Development, is designed to clearly outline tenants’ rights under state and federal law. The goal is to help ensure tenants are better informed of their protections and available remedies.
The Department has published the official Tenants’ Bill of Rights and made it available in multiple languages. You can download it here.
If you’re a Maryland landlord or property manager, be sure to update your lease templates to include the most current version of the Bill of Rights by July 1.
